Azure Cost Management Explained: Billing Hierarchy to Trusted Numbers

Azure cost management, explained for the people who just inherited it

If you’re an engineer, IT lead or FinOps practitioner who has just been told to “look into the Azure costs”, you’re already doing FinOps. In this first episode, Frank deliberately takes the newcomer’s seat and asks the questions you’d ask. Michael answers with a whiteboard, the Azure portal and real-world stories from years of running Azure.

Together they map an invoice line back to the resource that created it, explain why your agreement with Microsoft changes what you can see, and show which services carry the most cost risk. They finish with the check every practitioner should run before presenting numbers to finance.

What you’ll learn

  • Read the billing hierarchy – Trace an invoice line back to the resource behind it, and see why invoices come from billing profiles.
  • Know your agreement first – EA, MCA or CSP changes what you see and who invoices you. Frank’s quick test: can you see your invoices in the Azure portal?
  • Investigate costs top-down and bottom-up – Answer finance questions from the billing account down, and engineering questions from the subscription up.
  • Trust the numbers – Reconcile the invoice against cost analysis, then check month-over-month variance before you report anything.

Key Takeaways from the Episode

  • Invoices live above the subscription – Billing profiles produce invoices. Subscriptions can move between profiles without touching the resources.
  • Start with your agreement – Ask procurement whether you’re on EA, MCA or CSP. It decides what you can see and where.
  • Follow the biggest spend – Group by subscription, then by service. Find the item driving most of the invoice and dig in.
  • Watch what could spike – Risk isn’t what spiked today. Logs, storage and AI grow with consumption and rarely shrink.
  • Guardrails need to be seen – Budgets that are set once and rely on a single email are easy to miss. Make them visible and act early.
  • Reconcile before you report – Match the invoice to cost analysis, then check month-over-month variance. Then you can trust the numbers.
